US buyers need to understand product eligibility, data access and the evidence behind a vendor's claims. These regulatory milestones are background for our planned civilian services, not a record of work we have completed.

The Justice Department's Data Security Program prohibits or restricts certain transactions that give countries of concern or covered persons access to bulk US sensitive personal data or government-related data. US hosting alone does not resolve that access question.

The program's additional due-diligence, audit and reporting requirements take effect for applicable transactions. The relevant questions include who can access the data, under what arrangement, and with what controls.

The FCC adds foreign-produced advanced robotic devices to its Covered List. Device definitions, exceptions and authorization status matter; a technical inspection cannot grant government approval.

Our pilots are intended to produce evidence for civilian buying decisions. Legal eligibility and any required government approval remain separate questions.

Planned inspections of Chinese-made robots, compute and components: data flows, remote access, update controls and component origin. Reports would identify the product, firmware and configuration tested, the findings and the limits of the inspection.

For Chinese AI software companies面向中国AI软件企业
Planned support for eligible US launches: entity setup, specialist legal review, hosting, access controls and commercial distribution. The design must address ownership and control, administrators, remote support, telemetry and onward access. US hosting alone does not establish compliance; we would decline an arrangement that cannot meet the applicable access restrictions.
计划为符合条件的美国市场落地提供实体设立、专业法律审查、托管、访问控制及商业分销支持。方案须处理所有权与控制权、管理员权限、远程支持、遥测及后续访问。仅在美国托管并不等于合规；无法满足适用访问限制的安排，我们将拒绝承接。

Our proposed conflict rule applies across Pacific Leap: we would not verify market-entry clients, products we distribute, or vendors in which we hold equity or receive sales royalties. Those products would need an external assessor. Paid testing and monitoring still create incentives, which we would disclose; separate teams alone do not remove a company's conflicts.

Fees would fund defined services and access to records. A paid assessment would carry no promise of passing, and a material product change would require fresh review.

Buyers would subscribe to versioned test reports and change alerts. Vendors could commission testing at a stated fee, payable regardless of outcome. A passing status and permission to make a scoped verification claim would depend on published criteria and current evidence. There would be no separate purchase of a favorable finding or certification right.
买方可订阅按版本记录的检测报告及变化提醒。厂商可按明示费用委托检测，无论结果如何均须付费。通过状态及作出限定范围验证声明的资格，将取决于公开标准与现有证据；有利结论或认证资格不能另行购买。
Customers would pay per device actually monitored, per year, for agreed traffic and access checks. Fees would cover monitoring work rather than a royalty on the manufacturer's sales. This is still a paid relationship and would be disclosed alongside any verification work.
客户将按实际接受监测的设备数量及年度，为约定的流量与访问检查付费。费用对应监测服务，而非厂商销售提成。这仍属于有偿关系，若同时存在验证工作，我们将一并披露。
For eligible Chinese AI software companies, we plan to charge launch and operating fees and negotiate a share of US revenue. For select products, we aim to license the US exclusive distribution rights. These arrangements give us a commercial stake, so those clients and products would be excluded from our own verification program.
面向符合条件的中国AI软件企业，我们计划收取落地与运营费用，并协商美国业务收入分成。对于选定的产品，我们力求取得美国市场的独家经销授权。这些安排会使我们拥有商业利益，因此相关客户及产品将被排除在我们自己的验证项目之外。
The intended advantage is reusable, versioned evidence: buyers could consult existing findings while new versions and changed behavior trigger review. Market-entry revenue would be tracked separately and its clients would receive no Pacific Leap verification endorsement.
